How do I use the Message Center to contact applicants?

Municipal users can communicate directly with applicants via the Message Center.

Municipal users have the ability to communicate directly with applicants through the Message Center. This feature provides a platform for sending and receiving messages, ensuring that all correspondence related to permit applications is organized and easily accessible.

To get started, hover over your account name, then choose "Messages" from the dropdown menu.

Select "Compose" to open a new message template.

Start typing the applicant’s account name to filter and narrow the list of available recipients. From the dropdown menu, select the correct account. Once chosen, fill in the remaining required fields and click Send to complete the process.

Important information about the Message Center

  • When a message is sent, the recipient will receive an email from Oxcart containing a link redirecting them to the message.

  • Messages may only be sent to a single applicant account at a time and cannot be broadcast to multiple applicants simultaneously. If you need to reach several applicants at once, use the Reports feature to generate a list of applicant email addresses. This allows you to download the contact information and send group communications through your preferred email platform.

  • If there are new unread messages, a notification will appear on the bell icon located in the upper-right corner of the screen. The message flag clears only after the message has been read and the screen has been refreshed.

  • Message threads can accommodate unlimited replies and are stored within Oxcart indefinitely, primarily to comply with Freedom of Information Act requests.  Please ensure no personal or financial data is transmitted and maintain a professional tone in all communications.

  • Note that government agencies cannot send messages to other government agencies and applicants cannot send messages to other applicants.
