After I click the "Approve + Issue Permit" button, a disclaimer pops up for me to acknowledge. Why is this?

This box confirms that if any highways listed in the routing section of the permit are not under your authority, you have indicated that on the permit. In the event the carrier uses your permit as authority to move oversize/overweight on highways outside your jurisdiction and without the appropriate permits, this acknowledgment protects Oxcart from liability.
